Rationale 

Olveston Pre-School aims to provide affordable Pre-School education to children aged between 2 and 5 years. Children are entitled to funding from South Gloucestershire Council for 15 hours per week for 38 weeks a year, the Government’s mean tested childcare support. We now offer the 30-hour funding to those who are eligible, as well as the working entitlement for 2-year-olds. The Nursery Education Grant (NEG) year is divided into 3 terms: autumn, spring and summer. Full details of the Nursery Education Grant system are available from the Pre-School Manager.  

From April 2025, government guidance requires settings offering funded places to clearly break down any charges for consumables and additional services or enhanced provision. At Olveston Pre-School CIC, we have always been transparent about what we offer, and this information is published on our website. This document explains what is included in your government funding, what we offer beyond that, and why we make an Enhanced Provision charge. Under the new legislation, we must provide transparency to parents and an option to “opt-out” of consumables charges, if the parent only wants to access the funded hours (with no extras). This is available to all families, please inform the Manager if you wish to opt-out

Enhanced Provision Charge 

EP charges are for items that are not covered by the free hours which are funded by the government. These are broken down below and are itemised on your invoices.  

The hourly rate provided by the local authority is to only cover the basic requirements for us to deliver the EYFS (Early Year Foundation Stage) - this is a bit like our curriculum. The EYFS (Early Years Foundation Stage) statutory framework only requires the minimum provision for learning, development, and care. However, we go above and beyond to enrich our children’s early years experiences. The following are not requirements for EYFS delivery, but they significantly enhance the quality of care and education that we can provide for your child. 

This charge is completely voluntary; it is not a condition of accessing a funded place. Families have a genuine choice whether to contribute to our enhanced provision charge and have a clear opportunity to opt in or opt out each long term. Please let the Manager know via email if you do not intend to pay the EP Charge and it will not be on your invoice.  

What does the Enhanced Provision Charge Cover? 

By charging for enhanced provision charge, we can deliver the following that we use this money to expand our curriculum above and beyond. Our enhanced provision charge includes, but is not limited to, all services and sundries which are not covered by early years funding:

Procedures 

● Olveston Pre-School uses a Waiting List form to award available spaces on a first come first served basis. To be on the Waiting List, a Waiting List Form must be completed and sent to the Pre-School Manager, who manages all Admission Enquiries. A place on the Waiting List is no guarantee of a child’s place.  

  • If a place becomes available, children will be offered the space via email according to the Waiting List order. 

● Pre-School follows the term dates issued by South Gloucestershire. On occasion, this exceeds 38 weeks so this shortfall will be charged at the full rate as shown below.  

● All fees are payable per (long) term in advance within 2 weeks of receipt of the bill and are non-refundable. Fees continue to be payable if a child is absent without notice for a short time. In cases of prolonged absence, parents should consult the Pre-School Directors about fee payment.  

Should fees remain unpaid 2 weeks after the date the bill was issued, the following action will be taken:  

1. An automatic reminder email will be sent from the Manager. 

2. If fees remain unpaid 14 days after the payment date stated in the first email, a second email will be sent, signed by the Pre-School Directors, requesting payment of outstanding fees within 7 days will be sent to families. 

3. Should fees remain unpaid, the child’s place at Olveston Pre-School will be forfeited. 

 ● Should you wish to permanently withdraw your child from Olveston Pre-School, or reduce the number of sessions, the notice period is one half-term. Written notice must be given to the Pre-School Manager. Where notice is given during a half term, a period of 4 weeks paid notice is required. If there is less than 4 weeks left of the half term in which notice was given, a bill will be issued for any notice period weeks that have not been paid for. 

● Fees will be reviewed annually and may be subject to increase from January and September, in conjunction with the annual review of the Nursery Education Grant funding.  

●If families are finding their fees difficult to play, please speak to the Pre-school Manager about setting up a payment schedule. This is only used in exceptional circumstances to support families. 

  • We are closed for 5 Staff INSET days per year. These are chargeable.
